  3. Situation Analysis and update: COVID-19 pandemic has caused a lot of hardship in Edo State and in the country at large. It has eaten deep into the society thereby causing food scarcity and increased prices of food items as well as increased rate of economic vices. Presently Edo state occupies the 7th position in Nigeria as one of the most affected states with a total number of 2,724 cases recorded, 2,581 active cases, 31 recoveries and 112 deaths. Edo South Senatorial District, which is covered by Justice Development Peace Centre (JDPC) Benin being the most populated region of the state, has the highest number of cases.

The provision of food items to affected communities will go a long way in ameliorating the hardship caused by the pandemic as majority of the families has lost their means of livelihood.

  1. Approach to Activity Implementation:

a. Procedure for Community identification, selection, entry, sensitization and mobilization

The ten communities selected were chosen through the experiences we had in carrying out our previous project in rural communities in and outside the selected communities.

The community leaders of the selected communities appointed a community volunteer each in the ten communities who helped in the selection of 20 indigenous household who will benefit from the project. The ten volunteers were trained by JDPC Benin on what the project is all about and how to use the Household Vulnerability Assessment form which has in it name of household, name of caregivers, phone numbers, occupation, number of children and domain 1-4 question segment which helped to identify the vulnerability status of the household. Meanwhile the household vulnerability form was not shared in the IDP Camp but materials was shared to them.

  1. Beneficiary identification, selection and stakeholders consulted

The community heads were consulted during our various advocacy visits and they in turn assigned the job of selection to a community volunteer who they believe can carry out the selection of indigent without being bias. 30 household assessment forms were given to each of the community volunteers to take to the community and same was returned to JDPC office and JDPC in turn validated the forms. 20 households in each of the ten communities were selected and the validation and selection was done based on vulnerability status.

  1. Project activities initiated and completed against timeline

The Project started in October 2020 with the Counterpart fund from JDPC Benin. It started with advocacy visits to the heads of 10 selected communities in Egor and Ovia North East LGA of Edo South Senatorial District and to Local Government Chairmen of the two Local Government Areas.

Activities commenced before the main fund from Irish Aid was sent, the fund was officially received on the 16th day of November, 2020.

Purchase and distribution of items commenced immediately and the project ended on the 15th day of December, 2020.

The project activities were within time from the date of receipt of funds.

d. Challenges and gaps in activity implementation

Inflation in the market, Fuel increment, constant rainfall in Benin City, bad roads, increase in numbers of beneficiaries at point of distribution , were some of the challenges faced while implementing the project.

  1. Cross-cutting Issues:
    1. Age, Gender and diversity marker
    2. Protection issues
    3. Accountability to Affected Population/Community  Engagement and liaison with Inter-Agency Standing Committee (IASC) and related issues

JDPC Benin on her part ensured they tackled the issues as stated in the proposal. We concentrated on indigents families on grounds of vulnerability. Items were shared accordingly and more households despite the inflation of goods and services in the country received food items. All the communities and IDP Camp selected to work with were duly carried along in the implementation of the project.

Though we had an increased number of beneficiary as against the numbers budgeted for. JDPC Benin had to make additional provisions for other vulnerable families who were not selected but were at the point of distribution.

  1. Impact and Sustainability:

The happiness expressed by most beneficiaries who taught they could not have had a good meal in this season was immeasurable as they kept on dancing and praying that God will bless Irish Aid and the Implementers of the project for remembering them and their communities.

The beneficiaries have also been introduced to an on-going JDPC Benin loan Scheme “Promoting Micro Enterprise” (PROMIC) that is being funded by Foundation Open hand-Swisshand, Switzerland as the loan will help beneficiaries to be viable and self-sustaining thereby reducing the rate of hunger and suffering in the family, communities and Nigeria at large. Some of the beneficiaries indicated interest in the loan and the process is currently on-going.

  1. Risks and Mitigation (tabulated):

    1. Will/has further support for this programme and/or target group be sought from Irish Aid? Yes/No (comments)

YES

As a charitable and humanitarian organization our rationale is to help ameliorate the suffering and hunger caused as a result of the COVID -19 pandemic which has led to economic hardship in the society. The country is presently at risk of a second wave of the Pandemic. JDPC Benin hope to seek for further support to help tackle the effect of COVID -19 and also help ameliorate suffering amongst the people through this project or through further collaboration.
